Reasons for Proposal
The current Act obligates workplaces that employ 300 or more permanent female employees or 500 or more permanent employees to establish workplace child care centers.
However, it has been suggested that it is necessary to allow more employees to benefit from workplace child care centers, and prepare standards on infants and young children eligible for workplace child care, who are the ones that should be considered at a practical level.
Accordingly, the Amendment increases the scope of eligibility for workplace child care by prescribing that a workplace child care center shall be established at any workplace with 300 or more permanent employees or 100 or more children of employees who are eligible for workplace child care (Article 14, paragraph 1).
