Reasons for Proposal

The current Act stipulates that the head of a research entity shall appoint a manager of a safe laboratory environment to assist him or her on technical matters related to laboratory safety or to guide laboratory safety managers, and that at least one such person shall be appointed where there are fewer than 1,000 persons engaged in research activities, at least two where there are at least 1,000 but fewer than 3,000 persons engaged in research activities, and at least three where there are 3,000 or more persons engaged in research activities.
However, the intent of the legislation to ensure laboratory safety is not being met since it is rare for more than three managers of safe laboratory environments to be appointed even when there are at least 3,000 persons engaged in research activities.
Accordingly, the Amendment aims to ensure laboratory safety by prescribing that such managers shall be appointed in proportion to the size of the target being managed in the same manner as the Occupational Safety and Health Act, the Act on Fire Prevention and Installation, Maintenance, and Safety Control of Fire-fighting Systems, the Chemicals Control Act, the Mine Safety Act, etc.
