Reasons for Proposal

Recently information and communications convergence as in digital healthcare, autonomous vehicle, smart factory, smart home and appliance, and smart city is accelerating across the economy and society, and the range of devices, facilities and equipment that can be connected to information and communications network to receive and transmit information vital to the daily lives of the general public as well as industrial sectors is expanding (hereinafter referred to as “devices, etc. connected to information and communications network”).
However, as security threats on devices, etc., connected to information and communications network are also rising, there is growing concern that intrusions of devices, etc., connected to information and communications networks could inflict serious damage on people’s lives, their physical being, and properties.
The current law provides for measures to enforce information and communications service providers to secure the safety of information and communications network, but lacks measures concerning the protection of information contained in devices, etc., connected to information and communications networks.
Accordingly, the Amendment encourages the use of guidelines for information protection with respect to devices, etc., connected to information and communications network; provides a countermeasure to intrusions by, in the event of intrusion incidents related to devices, etc., connected to information and communications networks, requesting related central administrative organizations to take measures to prevent damage from spreading and conduct information protection certifications for devices, etc., connected to information and communications networks, thereby aiming to establish an institutional framework to secure the safety and reliability of devices, etc., connected to information and communications networks (Article 45; Article 48-5, Article 48-6 newly inserted).
