Reasons for Proposal

Recently, a fire broke out in the construction site of a warehouse center in Icheon, which resulted in 48 casualties (38 dead, 8 seriously injured, and 2 mildly injured).

However, construction workers find it difficult to be aware of a dangerous situation due to noise and vibration in the construction site, and it is difficult for them to request rescue in an accident when they work in a narrow or confined space, which can turn into a huge disaster.

In this regard, this Act aims to introduce safety equipment and a safety management system, which identify the construction worker’s condition, location, and work process and inform them of the occurrence of a dangerous situation by using convergent construction technologies and radio communications equipment in construction sites, and to enhance safety management in the site by allowing the Minister of Land, Infrastructure and Transport to support some costs for the establishment and operation of safety equipment and the safety management system.


Details

A. Define “radio safety equipment” as equipment that uses radio facilities under Article 2, subparagraph 5 of the Radio Waves Act and radio communications under Article 2, subparagraph 5-2 of the same Act to identify the construction worker’s condition, location, and work process and inform them of the occurrence of a dangerous situation (Article 2, subparagraph 12 newly inserted)

B. Introduce safety equipment and the safety management system, which identify the construction worker’s condition, location, and work process and inform them of the  occurrence of a dangerous situation by using convergent construction technologies and radio communications equipment in construction sites, and allow the Minister of Land, Infrastructure and Transport to support some costs for the establishment and operation of safety equipment and the safety management system (Article 62-2 newly inserted)
