Reasons for Proposal
As childcare centers, kindergartens, schools, and local nursery and educational institutions are all shut down due to an unprecedented pandemic, the families of workers who should take care of their children for a long time at home are facing huge difficulties in child rearing.
This Act aims to help workers to raise their children in a healthy manner by requiring employers to allow family care leave for employees when children raised by such employees are not allowed to go to childcare or school due to concerns about the spread of infectious disease and by allowing the Minister of Employment and Labor to provide necessary support to them in such situations (Article 22-2 (4) 3 newly inserted).
Major Provisions
In the event that childcare centers or schools are shut down due to the spread of any infectious disease under Article 2, subparagraph 1 of the Infectious Disease Control and Prevention Act, set the family care leave period as determined by the Minister of Employment and Labor (Article 22-2 (4) 3 newly inserted).
