Reasons for Proposal

A waste recycling business, which was contracted to process waste susceptible to fire such as wood waste, synthetic resin waste, or plastic waste, did not dispose of them quickly but left them unattended, which led to a fire.

In particular, to reduce waste disposal cost, some waste recycling businesses try to reduce the amount of waste they store by intentionally starting a fire and pretending it is a natural fire, and it has been pointed out that hazardous gases like dioxin from such fires cause harm to residents in surrounding areas.

As a requirement for waste recycling businesses, this Act aims to add fire prevention measures for the waste they store, require them to install fire equipment and a monitoring system to prevent any fire or take follow-up action, and fix shortcomings in the current regulation by sentencing any violation of fire prevention measures up to 3 years in prison or 30 million won in fines (Article 25 (9), Article 65, Article 66, Article 31-2 newly inserted).
