Reasons for Proposal
According to the Provisional Results of the National Business Survey as of 2018 of the National Statistical Office, the number of business representatives in their 60s or older has increased by 56,000 compared to the previous year, accounting for approximately 67.4% of the total increase of 83,000 businesses, and the increase rate was also 6.4%, which is significantly higher than that of the 1.3% in their 50s, 0.3% in their 40s, and 0.8% in their 30s. This is because the cases of baby boomers starting a business after retirement are increasing. Also, since the youth unemployment rate increases each year, the proportion of young people who prepare to start a business as an alternative to employment is increasing. As such, since the startups by young people and those over the age of 60 are increasing, there is a need for systematic support at the national level, but since the current Support for Small and Medium Enterprise Establishment Act targets all startup founders, it has been pointed out that the Act has limitations in tailoring support for the startup of young people and those over the age of 60.
Therefore, enacting the Act on Support for the Startup of Youth and the Middle-Aged aims to solve job problems and promote the economy by making it possible to provide tailored support for the startups by young people and those over the age of 60.
Details
A. Require the Minister of SMEs and Startups to establish and implement a master plan every three years to support the startups of youth and the middle-aged (Article 4)
B. Require the Minister of SMEs and Startups to conduct an annual survey on the status of startups by youth and the middle-aged and publish the results to systematically support the startups by youth and the middle-aged and effectively establish and promote the master plan (Article 5)
C. Allow the Minister of SMEs and Startups to designate institutes or organizations with professional personnel and facilities as necessary to support youth and the middle-aged as support centers for the startups by youth and the middle-aged (Article 6)
D. Allow providing preferential funding to enterprises founded by youth and the middle-aged and require establishing and operating a guarantee system for enterprises founded by youth and the middle-aged (Article 7)
E. Allow the Minister of SMEs and Startups to conduct support projects to promote management innovation of enterprises founded by youth and the middle-aged (Article 8)
F. Allow the Minister of SMEs and Startups to support technology development for youth and the middle-aged with excellent ideas and skills (Article 9)
G. Allow the Minister of SMEs and Startups to conduct education and training to strengthen the professionalism and competence of youth and the middle-aged (Article 10)
H. Allow the Minister of SMEs and Startups to conduct market support projects to support the development of domestic and foreign markets and secure sales channels by enterprises founded by youth and the middle-aged (Article 11)
I. Allow the Minister of SMEs and Startups to select youth and the middle-aged with ideas that have a high probability of business success and support the commercialization of the ideas (Article 12)
J. Allow the Minister of SMEs and Startups to provide information necessary for the startup such as financing, personnel, technology, sales channels, and business location (Article 13)
K. Allow the Minister of SMEs and Startups to assist in attracting investments for youth and the middle-aged (Article 14)
L. Allow the Minister of SMEs and Startups to carry forward public relations projects, etc., to raise public awareness about the startups by youth and the middle-aged and to promote their startups (Article 15)
