Reasons for Proposal
Guaranteeing holidays and rest directly relates to living a life like a human being and improving the quality of life and embodies the right to the pursuit of happiness under Article 10 of the Constitution and the right to rest and leisure. In addition, guaranteeing holidays and rest is expected to greatly contribute to boosting the domestic market economically.
Advanced countries already designate a particular day of the week as a holiday, guarantee people’s right to rest and leisure by law, and use it as a policy to boost the domestic market and grow the economy.
In this regard, it is increasingly necessary in Korea to overhaul the current legal holiday system to properly guarantee holidays and rest.
This Act aims to contribute to continuing the country’s beautiful traditions and customs and improving people’s quality of life by preparing laws for public holidays, which defines the alternative holiday, the weekday-designated holiday system that designates a particular day of the week as a public holiday, etc.

A. Aim to contribute to continuing the country’s beautiful traditions and customs and improving people’s quality of creative and enriched life by defining matters related to public holidays (Article 1)
B. Designate Sundays, March 1st Independence Movement Day, National Liberation Day, National Foundation Day, January 1, day before Korean New Year, Korean New Year, day after Korean New Year, Buddha’s Birthday, day before Chuseok, Chuseok, day after Chuseok, and Christmas Day as public holidays and Hangeul Day, Children’s Day, and Memorial Day as weekday-designated holidays (Article 2)
C. Designate election days as holidays (Article 3)
D. In the event that day before Korean New Year, Korean New Year, and day after Korean New Year or day before Chuseok, Chuseok, and day after Chuseok overlap with other public holidays, designate the first non-holiday day after such holidays as a public holiday (Article 4)
