Reasons for Proposal
The current Act requires the head of a relocated public institution to hire a certain percentage of those who have graduated or will graduate from universities or high schools in the relocation area (“relocation area talent”).
According to this current practice of hiring relocation area talent based on final educational attainment, those who originally come from another area but finish their education in the relocation area are recognized as relocation area talent, whereas “young people originally from the relocation area” who finished their education in another area and want to come back to the relocation area to get a job are not included in relocation area talent. It has therefore been pointed out that it is not fair because it limits opportunities for “young people originally from the relocation area,” who have a higher level of identity with and cultural understanding of the relocation area, to drive growth and work for the area.
In this regard, this Act aims to include young people who finished compulsory education in elementary or middle schools located in the relocation area and whose address has been registered for 10 years or more under the Resident Registration Act as relocation area talent subject to obligatory hiring in the relocation area and thereby to prepare an incentive system that brings back talented individuals originally from the relocation area (Articles 29-2 (1) and 29-2 (2) newly inserted).
