Reasons for Proposal
Recently, as air pollution such as fine dust worsens, the number of Internet of things (IoT) instruments measuring air quality has increased, and non-approved measuring instruments with low accuracy are often manufactured and imported. In this regard, this Act aims to allow the manufacture or import of IoT measuring instruments prescribed by Ordinance of the Ministry of Environment only if their performance is approved by the Minister of Environment (Article 9-3 newly inserted).
In addition, it allows the Minister of Environment to establish and operate an Environmental Measurement and Analysis Information Management System that can systematically manage information about environmental measurement and analysis, and punish any measuring agent who does not enter such information in the system or enters false information (Articles 18-5, 35 (2) 2-3 and 5 newly inserted).
