Reasons for Proposal

Recently, in connection with allegations of sexual harassment by former Mayor Park Won-soon, the victim reported sexual harassment to their superior and demanded action, but it was ignored, causing controversy because it was revealed to have created more harm for the victim.

The current Act limits the duty to report to the head or employee of a facility that serves to protect, educate or treat minors under the age of 19.

To protect sexual violence victims, prevent secondary harm, and quickly resolve incidents, this Act imposes the duty to report to investigation authorities and counseling centers for the victims of sexual violence on the person who protects and supervises workers for work, employment, or other reasons when they become aware of sexual violence and to take protective action to ensure that reporting sexual violence does not put anyone at a disadvantage.

Details

A. Ban disadvantages for any person who becomes aware of and reports sexual violence (Article 8)

B. Create the duty to report to investigation authorities and counseling centers for the victims of sexual violence for the person who protects and supervises workers for work or employment reasons immediately after becoming aware of sexual violence by workplace hierarchy (Article 9)
