Reasons for Proposal

Automatic fire fighting systems, such as sprinkler systems, are credited as affective means for early suppression of fire as they are capable of automatically reacting to fire without any human intervention. 

However, the current Act mandates the installation of sprinkler systems only for relatively large facilities, such as apartments with six stories or more and intermediate care hospitals with a combined floor area of more than 600 square meters, and thus, there are some comments that relatively small facilities such as those with five stories or less that may cause difficulty for firefighters to access are covered in a safety blind spot.

Some point out that, as fire spreads fast in parking lots established inside buildings due to vehicles, which are very inflammable, causing larger damage to building occupants, it is necessary to establish water spray fire extinguishing equipment that automatically react to fire fueled by oil, etc.

Therefore, the Amendment aims to mandate the establishment of automatic water spray fire extinguishing equipment, etc., at facilities with high risk of fire fueled by oil, such as parking lots established inside buildings, and the establishment of sprinkler systems at other apartments, medical facilities, etc., irrespective of the size and the number of occupants of each facility, thereby effectively responding to fire and protecting the lives and property of the people through the mandatory establishment of fire extinguishing equipment (Article 9 (1), and Article 11 (1) and (4)). 


Major Provisions

Mandate the establishment of fire extinguishing equipment by requiring the establishment of automatic water spray fire extinguishing equipment, etc., at facilities with high risk of fire fueled by oil, such as parking lots established inside buildings, and the establishment of sprinkler systems at other apartments, medical facilities, etc., irrespective of the size and the number of occupants of each facility.
