Reasons for Proposal

In an effort to reduce volatile organic compounds, which cause particulate matter and ozone, if volatile organic compound emitting facilities such as oil refineries and petrochemical product manufacturers, organic solvent and paint manufacturers, automotive manufacturers, shipbuilding and large steel structure manufacturers, oil storage, and gas stations are located in special measure areas or air management zones, the installer and operator of such facilities are required to report to the City Mayor/Do Governor or the Mayor of a large city and install facilities that curb or prevent the emissions of volatile organic compounds.

Gas stations in particular are located near where people live unlike manufacturing businesses, and with a growing number of self-service gasoline stations, it is possible that people are exposed to volatile organic compounds emitted while pumping gas at gas stations. Hence, gas stations outside special measure areas or air management zones need to install facilities that curb or prevent emissions of volatile organic compounds to protect people from exposure to hazardous air pollutants.

In this regard, this Act aims to prepare the basis to report volatile organic compound emitting facilities in gas stations outside specified areas to reduce emissions of volatile organic compounds and protect people from exposure to hazardous air pollutants (Article 44 paragraph 1 and Article 45 paragraph 3).
