Defense Industrial Policy in South Chungcheong and Daejeon: Securing a Decisive Edge for K-Defense

Overview

Amid rapid shifts in the global security landscape, South Korea's defense industry is experiencing unprecedented export growth, establishing itself as a core engine of national growth. To turn that growth into a sustainable pillar of the nation’s advanced industrial base, the country must look beyond mere factory space for weapons assembly and mass production. Instead, it must build an innovation ecosystem where independent R&D capabilities and advanced manufacturing infrastructure operate seamlessly together.

South Chungcheong Province and Daejeon Metropolitan City are uniquely positioned to anchor this effort. Together they serve as the administrative hub of Korea's military establishment and the center of its defense R&D capacity, making the region the natural core for a national defense belt. Central and local governments are moving swiftly to establish specialized industrial complexes for cutting-edge industries and force support systems, backed by comprehensive tax incentives. These measures provide companies with a stable foundation for growth while serving as a strategic launching pad to secure indigenous technology and build resilient global supply chains.

Nonsan National Defense Industrial Complex: Specialized in Force Support Systems

Under development across roughly 870,000 square meters in Dongsan-ri and Jukbon-ri, Yeonmu-eup, Nonsan, South Chungcheong Province, the Nonsan National Defense Industrial Complex is South Korea’s first national industrial complex dedicated to non-weapons force support systems. The KRW 191.7 billion (about USD 128 million) project is funded jointly by national, provincial, and municipal budgets alongside the Korea Land and Housing Corporation (LH). Construction began in 2024 with completion targeted for 2029 through LH's public development model.

The complex is designed as a forward base for a next-generation defense cluster. It will systematically foster defense service industries—supplying equipment, materiel, uniforms and food—while integrating them with advanced technology sectors.

Nonsan's locational advantages are difficult to match. Nearby Gyeryongdae houses the headquarters of the Army, Navy, and Air Force, complemented by proximity to the Korea National Defense University, the Korea Army Training Center, and the Army Aviation School. This concentration creates an ideal environment for civil-military-government collaboration. To attract high-tech defense enterprises, South Chungcheong Province and Nonsan City have introduced a tailored tax-relief package.

Under the Special Tax Treatment Control Act, companies relocating headquarters or production facilities to the complex receive a 100 percent corporate income tax exemption for seven years, followed by a 50 percent reduction for an additional four years. Local ordinances also grant exemptions or reductions on acquisition and property taxes, while qualifying firms can access additional central and local government subsidies.
Furthermore, South Chungcheong Province and Nonsan were recently selected for the Defense Acquisition Program Administration’s (DAPA) 2026 Defense Industry Innovation Cluster Project. Backed by KRW 49.9 billion (about USD 33 million) in total funding through 2030—including KRW 24.5 billion (about USD 16 million) from the national budget—the region will build an AI defense robotics ecosystem centered in Naedong and Yeonmu-eup. A 45,000-square-meter testing and certification facility will be built within five kilometers of Yeonmu-eup, providing materials, parts and equipment companies with one-stop support spanning R&D, field testing, and commercialization.

Daejeon Defense Innovation Cluster: Driving Growth in Drones

Daejeon Metropolitan City is leveraging its scientific expertise and industry-academia-research infrastructure to build the Daejeon Defense Innovation Cluster, focusing on drones—the game changers of modern warfare. A total budget of KRW 49 billion (about USD 33 million) is being deployed over a five-year period from 2022 to 2026.

The cluster operates across four primary areas.
1. R&D Support: Operates specialized research centers and funds drone-specific technology development.
2. Commercialization: Offers comprehensive assistance to bring defense and drone technologies from prototype
3. Startup Support: Backs new defense startups in the drone sector and runs an entry support center to help commercial firms navigate the defense market.
4. Infrastructure Building: Establishes shared testing equipment and hosts the Comprehensive Support Center for Daejeon's Defense Innovation.

This robust infrastructure fosters collaboration among industry, academia, research institutes, the military, and government. By improving the quality of defense components and technologies, the cluster creates strong synergies with Daejeon's strategic industries in wireless communications convergence and intelligent robotics.
