KOTRA Publishes 'Foreign Investment Guide 2025'

Efforts to improve understanding of the investment environment through practical guides and case studies


KOTRA (President Kang Kyung-sung) published the 'Foreign Investment Guide 2025' on March 5, reflecting newly implemented foreign investment support systems. The Foreign Investment Guide serves as a comprehensive reference for foreign investors planning to invest in Korea, covering the necessary procedures, incentives, and foreign investment policies at the investment review and implementation stages. KOTRA has been publishing this guide annually since 2011 through the Foreign Investor Support Center.

This edition of the guide particularly incorporates key changes to improve the investment environment, such as the expansion of the scope of national strategic technologies, new growth, and core technologies to support investment in advanced technologies like semiconductors and secondary batteries, increased limits for cash subsidies related to foreign investments, and a new 'Startup Korea Special Visa' to attract promising overseas startups.

Additionally, seven types of practical guides (taxation, customs, location, labor relations, environmental policies, visas, and corporate establishment) and an FAQ on foreign investment consultations have been published, providing specialized and detailed information in each field. Key investment consultation cases are also included to help foreign investors understand the domestic investment environment in a more structured and step-by-step manner.

K‌im Chang-hee, the head of KOTRA's Foreign Investor Support Center, stated, "To expand foreign direct investment, it is important to improve access to information about related government policies," and added, "We will continue to strengthen our engagement with foreign investors, providing them with practical information they need, thereby continuously supporting improvements in the domestic investment environment and fostering a business-friendly atmosphere."

Meanwhile, the guides can be downloaded for free from KOTRA's Invest KOREA website (investkorea.org). Especially, the Korean version of the Foreign Investment Guide will be published first in print, with English, Chinese, and Japanese versions to be released in March.
