The five strategies for the government’s new growth engine include the development of the smart media industry, mid- to long-term promotion of quantum information communication technology, development of the data industry, improvement of ICT laws and systems and realization of a hyper-connected creative society.
To become the world’s leading smart media power, the government suggested five strategies and 16 tasks, such as nurturing global media ventures and technology-based research and development (R&D). It also announced an investment of KRW 451.5 billion in strategies and tasks from 2015 to 2020.
Nearly KRW 300 billion will be invested solely in global media ventures and knowledge-based R&D.
The government will support small and medium-sized ventures and content creators to find global media ventures and pave a new way for the industry & technology convergence services, including emerging smart advertisements and digital signage.
The government expects the policies to increase the smart media market fivefold, from KRW 2.7 trillion in 2014 to KRW 13.6 trillion in 2020, and the number of new jobs from 26,000 in 2014 to 134,000 in 2020.
The government will also invest KRW 111.9 billion in the quantum information communication technology that uses quantum, the smallest unit of energy, by 2020 to become a global communication leader.
To commercialize quantum cryptography communication, which is emerging as a new technology, the government has prepared goals, including building a test communication network, preparing a verification and certification system and expanding private institutions.

The government will develop successful cases and disseminate a standard model through the so-called “beacon project” and “smart challenge project” for data industry development.
To establish a data infrastructure industry ecosystem in the public and industrial sectors with big data, the government will build a data exchange market in 2016 and 2017.
The government will also improve inefficient laws and systems of the information and communications technology (ICT) sector that prevent ICT companies and groups from taking on creative challenges.
The penal provisions for false and obscene communications under the Radio Waves Act will be abolished, as they overlap with other laws’ penal provisions and as there is no precedent for their use as punishment.
The government will create a human-oriented society in which imagination and creativity will be the key elements of a hyper-connected era. Humans and objects will be intertwined thanks to the development of IT.
The government has suggested five growth strategies and ten agenda items to achieve this vision, including preparing digital soil, expanding the future growth foundation, enhancing soft creative capability, advancing hyper-connected technology and securing global leadership.
