On November 17, Jeonbuk State signed a memorandum of understanding (MOU) at the Fairmont Ambassador Hotel in Yeouido, Seoul, with the Saemangeum Development Agency (SDA), Jeonbuk National University, Wonkwang University, and bio companies such as Yuhan Care, Verdant Technologies, and Sangsang Farm. The MOU aims to establish the first Global Mega Sandbox Hemp Industry Cluster.

The Mega Sandbox initiative focuses on selecting future strategic industries tailored to large regional areas, easing regulations, and providing infrastructure and incentives such as related education, workforce development, and research and development (R&D).

The agreement was signed to apply the hemp industry to the Mega Sandbox, a national agenda being pushed by the government, with the goal of fostering Saemangeum as a testing ground for the hemp-based bio-materials industry.

Key points of the agreement include: Establishment and operation of a hemp industry cluster; Exploration and legislative review of regulatory exceptions for the Mega Sandbox; Collaboration on cultivation demonstration, technology development, research, and workforce training for the special zone; and investment attraction and global export market development

The participating organizations plan to collaborate on reviewing regulatory exceptions, monitoring the progress of the project, and, if necessary, operating a working-level advisory council or task force.

Jeonbuk's governor stated, "We will develop Saemangeum into a national hemp industry cluster equipped with regulatory innovation, technological development, and export infrastructure."
