According to Newsis,
[Daejeon = Newsis] Reporter Kim Yang-soo – When registering products on 'Venture Nara,' a gateway to the public procurement market for early-stage enterprises, technology and quality uations will be bypassed, and the product designation period will practically disappear. Furthermore, socially vulnerable enterprises including youth-owned businesses and social enterprises are now permitted to register on Venture Nara even if they are not startups.
Kang Sung-min, Vice Administrator of the Public Procurement Service (PPS), held a press briefing regarding 'Venture Nara Institutional Improvements' at the Government Complex Daejeon on the 12th, stating, "We have substantially lowered the entry barrier for Venture Nara to facilitate the sustainable growth of early-stage enterprises." He added, "By expanding opportunities and reducing administrative burdens for companies seeking to newly enter the public procurement market, this will serve as a major driving force for the growth of startup enterprises."
To this end, the PPS revised the 'Regulations on the Designation and Management of Registered Goods and Services on Venture Nara.' The new management regulations will enter into force starting today.
Venture Nara is an online shopping platform established and operated by the PPS since 2016 to support initial public sales channels for startup and venture enterprises facing difficulties entering the procurement market due to their inability to meet registration standards for the KONEPS Comprehensive Shopping Mall.
Following the regulatory revision, the technology and quality uations previously conducted by PPS uation committee members for product registration on Venture Nara will be omitted. Document submission procedures will also be streamlined, exempting documents that can be linked with KONEPS enterprise information, such as business registration certificates and venture/startup enterprise confirmation certificates.
Vice Administrator Kang explained, "We have consolidated the review procedures that previously involved technology and quality uations alongside price data reviews into a single process, and shortened the period from the closing of Venture Nara applications to the announcement of results from 14 days to within seven days." He noted, "We have also decided to expand the scope of eligible registration targets to include youth-owned enterprises and social enterprises, permitting the registration of their products." Previously, products eligible for Venture Nara registration were strictly limited to those from startups and venture enterprises.
In addition, the PPS will expand the number of Venture Nara recommendation agencies, which currently comprise 39 organizations including national agencies and local governments, to include private associations, enabling products from diverse industrial sectors to be registered. The sub-commodity code-based six-year designation period restriction will also be improved to allow re-designation on Venture Nara even after the designation period expires. Consequently, the designation period has practically ceased to exist.
Vice Administrator Kang stated, "On top of the stable performance of existing procurement enterprises, the influx of new startups and venture enterprises into the public market will further stimulate economic growth." He added, "We will continuously discover hidden regulations and corporate inconveniences to support startups and venture enterprises so they can grow on the foundation of the procurement market."
