Fabless Joint Equipment Centers to be established in Pangyo, and a Chip Verification Hub in Daegu

An advanced equipment support center will be established in Seongnam 2-Pangyo to enable small and medium-sized fabless companies (specialized in semiconductor design) to jointly use expensive semiconductor verification equipment.

To support fabless companies located outside the metropolitan area, a semiconductor design inspection and verification center will also be newly established in Daegu.

On May 12, the Ministry of Trade, Industry and Energy (MOTIE) announced that it will implement such support program to strengthen the competitiveness of the fabless industry.

The 2-Pangyo System Semiconductor Development Support Center will be equipped with expensive design and performance verification equipment and systems over the next three years that small and medium-sized fabless companies could not afford on their own.

Specifically, high-performance computing environments, emulators, and high-speed interface measurement equipment will be brought in.

This will allow for virtual verification of design errors in the pre-production stage of prototype chips and evaluation of standard compliance and performance in high-speed environments over 1 00Gbps such as PCIe after production.

The program will involve organizations such as the Seongnam Industry Promotion Agency, the Advanced Institute of Convergence Technology, and the Korea Semiconductor Industry Association.

A total project cost of KRW 45.1 billion (KRW 32.2 billion in national funds) will be invested by 2027, with KRW 9.51 billion reflected in the supplementary budget for this year, which will be swiftly executed by July.

A fabless inspection and verification support center will also be newly established in an annex building to Daegu City Hall.

The center will be equipped with four types of specialized verification and validation (V&V) equipment and dedicated verification spaces to ensure functional safety at the design stage for industries with high demand for reliable semiconductors, such as automobiles, robotics, and medical devices.

In addition, small and medium-sized fabless companies will be able to use Intellectual Property (IP) at the prototype level to support product development and commercialization, with related training also provided.

A total of KRW 21.75 billion (KRW 15 billion in national funds) will be invested in this program over the next five years, through 2029.

An official from the MOTIE stated, "With this project, we aim to expand the fabless support system, which is currently concentrated in the metropolitan area, to regional areas and increase accessibility to expensive equipment, thus promoting balanced development of the entire semiconductor ecosystem."
