Gwangju-si and local universities to operate "RISE program" for mutual growth

Gwangju-si has officially launched the RISE (Regional Innovation System & Education) system for mutual growth with local universities.

RISE, which stands for "Regional Innovation System & Education," is a policy aimed at fostering regional talent through educational innovation, one of the national policy goals. It integrates the existing financial support projects for five universities, delegating budget and authority to local governments so that regions and universities can build a mutually beneficial growth system.

According to Gwangju-si on February 25, the city approved the "2025 RISE Implementation Plan" on February 9.

This year, with the vision of "Region-University Together: Up (UP), Education Innovation City Gwangju," the city plans to implement five major projects and 16 tasks: Talent Skill Up (SKILL UP), Business Value Up (VALUE UP), Community Grow Up (GROW UP), University Inno Up (INNO UP), and Pan-government and Cross-region Bridge Up (BRIDGE UP).

The city announced a call for participants in the RISE program on February 10, and will accept project proposals from universities until March 12.

The budget for the RISE program is KRW 78.4 billion, and the target participants are 18 universities located in the region.

Universities are expected to carry out 16 tasks of the five major projects. The scale, number, and budget for each project will vary, and after evaluation, the budget will be allocated based on project grades.

Once the call for proposals ends, a selection uation committee will assess the project proposals in the following month, and after preliminary review, deliberation, and approval by the Gwangju RISE Project Management Expert Committee, 67 project implementation organizations (talent + business + community + university) will be confirmed.

Additionally, 114 regional institutions, including local public corporations, regional investment and subsidiary institutions, and public organizations, can participate in the projects by forming collaborative bodies with universities.

Based on the basic plan (2025–2029) developed through horizontal decision-making and collaboration among local governments, industries, universities, and research institutes, Gwangju-si plans to establish and carry out an annual implementation plan.

The city also received a "Best" rating in both the "RISE Basic Plan" and "Governance Structure and Operations" assessments conducted by the Ministry of Education, securing an additional incentive of KRW 17.3 billion.
