The completion ceremony for the development of the Ulsan High-Tech Valley (H.T.V) Industrial Complex District 3 and the STM Materials 4th Factory took place at the Samsung SDI Ulsan facility on November 10.

The development of the High-Tech Valley Industrial Complex District 3 was directly carried out by Samsung SDI through a demand-driven development approach. The total project cost was KRW 100 billion, and the complex covers an area of 1.16 million square meters in Samnam-eup, Ulju-gun, Ulsan.

The complex consists of 710,000㎡ for existing factory sites, 330,000㎡ for new industrial facilities, and120,000㎡ for public facilities such as roads and parks.

Typically, industrial complex development takes over seven years, but this project was completed in just 2 years and 4 months, setting a model example for cooperation between local governments and businesses, according to the explanation by Ulsan-si.

Ulsan's swift administrative support, including industrial complex permits, land acquisition for land compensation, and infrastructure support, combined with bold investment from companies, contributed to the fast-track completion.

The STM Materials 4th Factory, with a total investment of KRW 500 billion, is a six-story, cutting-edge production facility covering approximately 73,000㎡ (22,000 pyeong) of floor space. This factory is capable of producing 72,000 tons of cathode materials annually.

This facility is expected to become a key supply hub for Samsung SDI's core materials, positioning it as a strategic base for the next-generation battery era.

The construction was completed rapidly, partially owing to Ulsan's administrative support, including building permits, changes to industrial complex industry category, factory registration, and wastewater discharge permits, allowing the factory to began trial operations with the completion ceremony.

Ulsan's mayor said, "With the recovery of the electric vehicle market, we expect additional investment in secondary batteries to accelerate. We will continue providing administrative support to ensure smooth investment and early operation of facilities."
