6 Specialized Advanced Secondary Battery Complexes for Self-Sustained Development
Overview
Transforming existing leading industrial companies into leading secondary battery material companies through investment attraction and the expansion of domestic cutting-edge cell production by leading secondary battery companies, creating a “complete value chain” specialized complex that supplies and recycles to leading electric vehicle companies.Status of National Advanced Industry Specialized Complexes

- Transition of existing general-purpose product manufacturing companies (oil, chemicals, non-ferrous) to leading companies producing high-energy density and next-generation lithium secondary battery high-value materials (e.g., STM), and attracting investment for startups.
- Leading material companies (e.g., Korea Zinc) will achieve self-reliance in the production of raw materials and precursors through recycling and diversification of import countries. - Leading secondary battery cell production companies (e.g., Samsung SDI) will receive materials from specialized material companies within the complex, expanding production through investments in the first domestic advanced cell manufacturing facilities.
- Establishment of high-performance, high-safety LFP battery production facilities (2023 H2–2027)
- Construction of a next-generation nickel ≥90% cathode and all-solid-state battery mother factory (until 2030) - Supply of high-energy density, next-generation, and LFP lithium secondary batteries to leading companies that are expanding new and additional electric vehicle production facilities within the specialized complex (approximately 2 trillion KRW, 150,000 units/year, by 2025).
- Innovation support institutions will establish an “integrated full-cycle support system” to support material and cell manufacturing companies for material/cell testing, uation, demonstration, and manufacturing (until 2028).
