Project Purpose

To overcome the concentration of businesses and young talent in the metropolitan area, this project aims to create a growth hub by building a mixed-use space for industry, housing, and culture, driving business investment and the creation of high-quality jobs for youth.

Project Overview

  • Location: Sinhwari, Samnam-eup, Ulju-gun, and Daun-dong, Jung-gu
  • Area: 1.92 million m² (KTX Station Area Convergence District: 1.62 million m², Daun Innovation Convergence District: 300,000 m²)
  • Implementing Agency: Ulsan Urban Corporation (Special Zone Development Project) ※ Joint implementation with LH (Korea Land and Housing Corporation) is planned if they participate in the project
  • Project Period: 2024–2034 (10 years)
  • Estimated Budget: KRW 3.57 trillion (Land development: 691.6 billion KRW, Facilities introduction: 2.88 trillion KRW)
  • Development Method: Special zone development + related projects
  • Development Concept: Establishing a hub for manufacturing innovation and a convergence point for housing, education, and culture

Daun Innovation Convergence District (Daun-dong, Jung-gu)

  • Korea Institute of Industrial Technology (KITECH), Electronics and Telecommunications Research Institute (ETRI)
  • Build R&D clusters with institutions such as Technopark
  • Establish a demonstration center for R&D achievements
  • Create a business support center
  • Develop specialized housing for special zone workers and retirement housing for technical experts

Business Attraction Plan

  • Basic Direction: Upgrade existing key industries in Ulsan, such as automotive, shipbuilding, and precision chemicals, and create new industries in areas such as secondary batteries, future mobility, and hydrogen.
  • Attraction Plan: Maintain close contact with organizations that have expressed interest in moving in or are in discussions.

Public Institution Attraction

  • Promote the establishment of Ulsan branches or Southeast Regional headquarters for national research institutions,
  • Ulsan City Hall and Ulju County Office (some parts of Ulsan Citizens' Hall are under consideration), Ulsan Free Economic Zone Office, Ulsan Technopark branch, etc.
  • Build a Industry-Academia-Research ecosystem through the attraction of a global joint campus

Private Sector Attraction

  • Attract investment from 33 domestic and international companies wishing to move in (new establishment, expansion, relocation).

Future Plans

  • To attract businesses to the Urban Convergence Special Zone, create a living environment where work, residence, and leisure coexist, and provide incentives to support business activities.
  • For package-type support in the Urban Convergence Special Zone, share exceptions with other projects to induce the establishment or relocation of competitive companies and support business clustering and networking.
